So they can't afford to pay the sailors, they couldn't figure out the logistics of getting fresh food and water to the sailors, they have run out of munitions resulting in unknowable shortages and vulnerabilities around the world...  This is what putting an incompetent like Kegsbreath in charge of a massive organization that he doesn't understand so he fired all of the competent people.  Amazing what a mess they have made in such a short time.  They can't pay the working class, but they can afford a vanity ballroom and flying Qatari bribe that cost us a Billion.
